Project: Vocational Education and Training and Sustainable Development

As a direct result of the climate change, the major challenge in the world today is to find ways of living and working sustainably, so that the reasonable needs and wants of people from all walks of life and in all countries can be satisfied without so over-exploiting the natural resources.  The efforts to reduce global warming as well as efforts to adjust to the impact of climate change in various areas of the world create new employment opportunities, employment opportunities that will require skills development and re-skilling of workers.  Current skills gaps are recognized as a major bottleneck in a number of sectors. The adoption and dissemination of clean technologies requires skills in technology application, adaptation and maintenance. These new skills are also crucial for economies and businesses, workers and entrepreneurs. To achieve this, counts as a major challenge for TVET systems in Europe and across the globe.

RRD has been engaged in a review of studies done in November and December 2010 in the Philippines dealing with research and projects on TVET and sustainable development in the industry in the region. Aside from reviews and site visits of projects within the Philippines, studies were reviewed from a wide variety of countries including S. Korea, Vietnam, Cambodia and India. This activity was undertaken within the context of an IVETA / World Bank conference in Manila. www.iveta.org

Together with ECORYS, RRD is formulating a study aimed at finding out exactly what skills shortages and mismatches are existent in those sectors of industry that play a key-role in reducing global warming and its impact. Such sectors have been identified as highly polluting industries, and emerging energy sub-sectors most notably wind, wave and tidal power, renewable energies for manufacturing, construction and installation, environmental industry and agriculture. The study will uses quantitative (survey) methodologies in the sectors concerned addressing both companies and TVET facilities. The study is planned to be conducted in Europe, Asia and Africa. Results of the study will be presented in a conference dealing with TVET and Sustainable Development. The initiative to do this study follows a call for action following the conference in Manila.
